Based on the Percent-For-Art model, all projects included in the Capital Improvement Budget will be eligible for public art. The Town of Chapel Hill will be able to commission, purchase, or conserve works of art. Funds will be able to be pooled from multiple projects, when legally possible and desirable. To our knowledge, although there are many places in NC which have public art policies in place, Chapel Hill has passed the first public art ordinance in North Carolina. (Please correct me and let me know if another community has passed an ordinance before I spread this rumor too far.) I have been fighting entry fees for so many years. I don't understand why artists (and jurors) continue to support this practice. It takes work on the part of the exhibiting institution to raise money. It shouldn't be done by the artists....it just doesn't make sense. can I get some feed back. I am trying to find out what is reasonable compensation for the artist for routine maintenance and repairs. Maybe you should organize a conference with artists, cultural critics, historians, psychologists, and neurobiologists to consider collective memory, its loss, and commemoration through the arts. It seems to me that Gaudens most moving works speak to a sense of loss and memory. DF -- David Finn Associate Professor Wake Forest University Department of Art (336) 758-5077 finndt@wfu.edu Dear Joseph Covington, The idea of developing a symposium on public art, geared towards the general public, sounds great. A symposium on dealing with contemporary memorials also sounds good. I just wonder about combining the two. Often, the concept that the general pubic has about public art is restricted to memorials, since that is often the limit to the public art they experience. Focusing the symposium on memorials would only add to that narrow scope, and they might miss out learning about public art in transportation (what about art on the new light rail system? I have heard nothing about that as a possible site), artist design teams, temporary projects, the internet as public space, and community based projects. I might gear the memorial discussion to administrators, and the public art overview to the general public. Or, make the memorial discussion one part of the picture. Or, as a launching point into the field at large. By the way, if you do want to talk more about memorials and touch on 9-11, Americans for the Arts has been collecting a massive amount of information about artist and community responses nationwide. Take a look on the website, www.AmericansForTheArts.org. This past weekend I was in Philadelphia for the CAA conference. I sat in on a fantastic public art panel led by Penny Bach, with artists Mei-Ling Hom, Peggy Diggs, Mierle Laderman Ukeles, and Jody Pinto. A thoughtful comment that came from the artists, which I have heard echoed by friends, colleagues, and family in New York, was the plea for people to not rush towards a "solution" for the WTC site. That there is so much healing, thinking and understanding that needs to be done before proposals rush in. The dialogue you describe might be an interesting way to have that discussion in NC.
